The new government in West Bengal should launch BuddhiDAO/26 -- a national competition for original, blue-sky ideas to rapidly transform Bengal, backed by major cash prizes and public recognition.

Open to citizens of India who reside, or once resided, in Bengal.

The brief:
In exactly 260 characters, propose one new idea that:
• can dramatically improve the economy or public morale,
• can be jointly executed by State & Centre within 3 years,
• is lawful, practical, and socially workable.

Bengal does not lack intelligence.
It lacks implementable acceleration.
